[OE-core] OE TSC Minutes 4 June 2013

Several weeks ago, response times were getting high from oe.org and so
the TSC discussed possibly moving hosting over to the Yocto Project
and/or to mirror on kernel.org. I volunteered to do some research (and
talk to Tom, which I think I did informally at the time). Things got
better after the release so this dropped in priority and I haven't
followed up lately.
